So, apparently, before they became all corporate and greedy, Sony used to spotlight different artists and helped them produce figures of their own IPs, in the form of capsule toys. The overall line was called "Vanimal Zoo", which had different sub-lines, with this figure being from the "Hellcatz"-series, which was made by "Devilrobots": Very hard to find, a great piece for art toy collectors.
