Spillet er det første i Dino Crisis-serien og blev skabt af samme team, som stod bag Resident Evil, herunder instruktør Shinji Mikami. Historien følger specialagent Regina, der sendes til en afsides forskningsbase på en ø, hvor teamet opdager, at stedet er overtaget af hurtige og intelligente dinosaurer.
