The figures Vince and Larry were part of a D.O.T. (Department of transportation) ad campaign started in 1985 to get kids to buckle up. In 1991 Tyco was licensed to build toys as another method to reach out to kids. But kids didn’t interoperate it as a message n just another toy to bash n crash. So the NHTSA (National highway traffic safety administration) found a way to claim copyright infringement after Tyco refused to stop making their money making toy line. So Tyco was forced to replace Vince n Larry with slick n spin. And this opened the door for them to expand their line of characters to keep the franchise fresh. This Larry doll was never released and was still in the fabrication - mock up - prototype stage when they had to stop and move onto slick n spin dolls. Great piece of toy and D.O.T. History. NFS
