Halloween Pocket Screamer: Teeth Picking Frankenstein's Monster Figure (90s?)

Awesome small figure, that is kinda hard to find any info on. It was seemingly designed in the late 90s, but various stores in the US seems to have reprinted them in the early 2000s again, around Halloween. We can't say for sure wether this is a 90s version of a Y2K one, but it sure looks old. Condition : Good, but we don't think it works anymore. Or rather, we can't figure out how to activate it, if it does.
